chore(controller): clusterconfig-schema-split task 4 — build+test verification complete

Fresh asan-profile build (xce.build/, /xce-build controller equivalent):
zero compile errors, meson controller suite Ok:3/Fail:0, controller_unit_test
976/976 pass, no AddressSanitizer/LeakSanitizer output. Independently
reproduced by the reviewer. Verification-only, no source changes.
