docs(scheduler-sim-reconcile-terminal-guard): task 2.1 - validate no regression

Verified (full regression build/test pass, an explicit by-name check
of all 18 tests in test_sim_reconcile_unaccounted.c and the JOBS_PUSH
resync-merge tests in test_core_events.c, and a diff-scope check
against the pre-feature baseline) that: test_core_events.c is
byte-identical to baseline, test_sim_reconcile_unaccounted.c's diff is
a pure addition with no existing assertion touched, and the fix's
total footprint is exactly the expected 8 files. The sole test
failure in the full suite (test_job_rusage_reconciles_mem_reservation_against_usage)
is confirmed pre-existing and unrelated (bug-1758). Read-only
validation task; no production or test code changed.
