docs(scheduler-sim-repl-verbosity): task 10.1 - validate no out-of-scope REPL regressions

Verified (via a fresh full regression build/test pass, a diff of this
spec's 19 commits against every pre-existing REPL test file, a direct
comparison of repl_dispatch()'s command set at the pre-feature baseline
vs HEAD, and a two-worktree step-mode transcript diff against a
synthetic multi-round replay) that: exactly the 4 already-documented
pre-existing test-assertion changes exist (task 4.2's 3, task 8.2's 1),
no top-level command was added/removed/reordered, and step mode's
per-event/per-decision output is byte-for-byte unchanged outside the
new prompt content (Requirement 5.5) - consistent with the Event Echo
Gate and Round Rollup being gated to continue mode only. The sole test
failure in the full suite (test_job_rusage_reconciles_mem_reservation_against_usage)
is confirmed pre-existing and unrelated (bug-1758, scheduler-dispatch-commit
spec). Read-only validation task; no production or test code changed.
