chore(resreq-maxtasks-wiring): confirm HA soak regression (task 5.2)

Validation-only: both sequential (8-12 rounds) and chaotic (6-8
rounds) HA soaks pass cleanly against this feature's final commit --
zero committed job loss, zero divergence, no liveness stall --
independently re-run and confirmed by the reviewer. Binaries confirmed
to postdate both production-code-affecting commits (core_events.c,
snapshot_load.c).

This completes all 12 sub-tasks of the resreq-maxtasks-wiring feature.
