Subject: [PATCH] fix(apiserver): correct backend port from 9901 to 9990

The apiserver backend connects to the controller, which defaults
to port 9990 (XCE_CONTROLLER_DEFAULT_PORT). The value 9901 had no
references in the codebase and was likely a debug/testing artifact.
