test(scheduler-snapshot-job-allocation): confirm no regression to reconciliation or snapshot format

Task 4.3: independent full scheduler+lib suite rerun confirms zero new
failures beyond pre-existing unrelated bug-1560 and bug-1723; scope
confined to allocation/schedobj paths with zero diff to snapshot.c or
the reconciliation test files.
