docs(worker-rejoin-resync): reconcile stale phase metadata

All 28/28 tasks were completed (last: task 4.4, commit b6a2f5ec) but
spec.json.phase was never advanced past tasks-generated. Flipped to
implementation-complete, matching the same drift class fixed for
5 other specs in 5c82ad0b.
