Reconciles ha-single-leader-role and ha-convergence-recovery's spec.json phase to "implemented" (both mislabeled tasks-generated despite full task completion — same staleness pattern fixed for raft-commit-safety/ raft-log-replication earlier). Promotes the umbrella itself to "implemented": design.approved corrected true (was false, contradicting its own note "Design approved as contract"), phase implemented, with an explicit callout that criterion 2.9 (Facts-Apply invariant, added 2026-06-25) remains a documented deviation owned by the still-unstarted raft-apply-decoupling spec — not a gap in this umbrella or its sub-specs.
