across source+steering+docs (excl .git/.kiro/specs).
Gate 2 (direct binary, ASAN): EXIT=0, 167 Tests / 0 Failures, no sanitizer errors.
ctrl_role_t reduced 5->4 values (CTRL_PRIMARY_COMMITTING removed).
