docs(scheduler-snapshot-job-allocation): sync spec.json phase to implementation-complete

All 11 leaf tasks (1.1-4.5) are checked done and the feature was
closed out by its own commits (5948e079, b64682dc); spec.json still
read "tasks-generated" -- same phase/reality lag class already fixed
for other specs this week.
