Requirement set 1 (info limit <name|all>) of the open-ended scheduler-sim-diagnostics
spec: requirements refined for effective vs. configured scope and exclusion-group
membership, design grounded in the actual limit-plugin/REPL source (accessor boundary,
GLOBAL/SHARED-vs-per-host read split, existence-vs-zero-usage distinction), and an
8-subtask implementation plan with full requirements traceability.

Open-ended simulation-mode REPL diagnostics spec: first capability is
limit inspection (info limit <name|all>) showing configured setting
(scope, value/percent) and live accounted usage per instance. A second
capability (decision-reasoning trace for pend/dispatch outcomes) is
noted as a future seed, not yet in requirements.md.
Requirements generated but not yet approved; design/tasks not started.
Checkpointing uncommitted spec work found in this shared worktree.
