docs(controller-peers-env-fallback): implementation tasks

18 sub-tasks in 6 groups (libxce primitives + regression script
skeleton; controller; scheduler/worker/harness; xceadmin; integration;
docs). Each C task adds its failing regression-script case before the
change. Requirements, design and tasks approved.
