Adds the previously-uncommitted spec.json/requirements.md/design.md/research.md for scheduler-snapshot-job-allocation (feature now fully implemented across tasks 1.1-4.5) and the in-progress xce-test-cli-ux spec's requirements.md/ spec.json. Updates brief.md, a security.md note on an unrelated deferred RBAC persistence gap found during this feature's cross-component survey, and syncs OpenWolf's anatomy/memory/token-ledger/daemon-log bookkeeping.
