## Description
Config-ACK signal never produced in production: repl_on_config_ack had zero production callers; standby replconfigpushreplymsg silently dropped in repl_ack_decode_and_dispatch (ha.c) and myreq_handler default case (cluster.c) -> every multi-member config upgrade barrier timed out (upgrades bricked)

## Root cause
ha-config-bootstrap task 8.1's production ingestion half was never landed; the 5.2 barrier relied on a signal nothing produced (tests injected repl_on_config_ack directly)

## Fix
Added replconfigpushreplymsg decode branch in repl_ack_decode_and_dispatch (ha.c) and an OPCode_reply ingestion case in cluster.c myreq_handler, both calling repl_on_config_ack(&c->persist.repl, ep, versionTag); wire-path integration test added (test_config_ack_wire_path_completes_barrier)
