ld: undefined reference to 'raft_sim_scenario_drop_dup_reorder' at test_raft.c:8288 — lib test binary fails to link

## Root cause
Commit e445404 (task 5.3 drop/dup/reorder) added the raft.h declaration + the test_sim_5_3 test but FORGOT to add the raft_sim_scenario_drop_dup_reorder implementation to raft_sim.c. Symbol is declared+referenced but never defined, breaking the link for the whole xcelib_test binary.

## Fix
Pre-existing, outside task 5.4 boundary. Surfaced while validating task 5.4 (figure8). Needs task 5.3 implementation added to raft_sim.c. NOT fixed by 5.4.
