test_vote_reply_handler_term_fencing FAIL: Expected 10 Was 3 — ha->term must be atomically updated to peer term when peer term > ours

## Root cause
vote_reply_msg_handler delegated term fencing entirely to raft_cb_become_follower (via raft_on_vote_reply). In XCE_TESTING builds, vote_reply_dispatch calls xce_vote_reply_hook and returns early, bypassing raft_on_vote_reply and thus never updating ha->term.

## Fix
Added explicit CAS loop in vote_reply_msg_handler before vote_reply_dispatch to advance ha->term when vr_term > ha->term. This applies on both the production path and the XCE_TESTING hook path.
