test_committed_lsn_does_not_advance_on_timeout: Expected 0 Was -110 (baseline failure, masked by bug-411)

## Root cause
Stale test expectation: pinned the old accept-on-timeout contract (rc==0 + sync_rc=-ETIMEDOUT advisory). ha-commit-engine made persist_wal_sync_append reject-on-timeout (returns -ETIMEDOUT, Req 2.1/4.4). Fixture was also engine-less (deprecated ce==NULL legacy path).

## Fix
Updated expectation to rc==-ETIMEDOUT and wired a commit engine (n_peers=3) with a priming async append so the sync entry lands at LSN 1 on the engine path; kept the committed_lsn-unmoved assertion.
