test_repl_ack_after_promote_gate_allows_jobsub / test_rdhup_primary_dispatch_gate_opens: Expected 0 Was -10013 (NOT_READY; baseline failures, masked by bug-411)

## Root cause
CTRL_PRIMARY dispatch gate now requires write quorum (>= n_peers/2 connected standbys). Fixtures promote via a standby ACK but never register the connected standby; legacy fallback counts ha->standby_endpoints (NULL -> 0). In the rdhup test ha_on_primary_ctrl_fd_rdhup also overwrites ha->n_peers=1 with candidates_count=2 (ha.c:3484).

## Fix
Populated standby_endpoints with one endpoint (the ACKing standby) in both fixtures so quorum legitimately holds on a healthy primary; gate unchanged. Freed the zarray before ha_fini (ha_fini does not own it).
