## Description
xce_test jobsub prints 'jobsubmit ok: JobId: 63-15--1-1015808' (uninitialized/garbage jobid) on repeated/mid-failover submits; controller then logs 'handle_jobsubmit fail to lock job 63-15--1-...'. Client claims success with a malformed id it never got a clean ack for.

## Root cause
On the 2nd+ submit (and during failover windows) the jobsub reply/jobid is not cleanly populated, leaving an uninitialized jobid struct; cmd_jobsub still prints 'jobsubmit ok' with the garbage id instead of verifying the controller reply status and failing. Forces E2E scripts (test-commit-durability.sh) to strict-regex-filter the 4-field id to avoid chasing phantom jobs.

## Fix
PENDING — jobsub must report success ONLY on a clean ack with a valid jobid; otherwise print a typed error (REDIRECT/NOMASTER/NOT_READY/TIMEOUT) and set non-zero status. Part of the xce-test-e2e-primitives work (exit-code-as-verdict + $jobid auto-var). | STRENGTHENED 2026-06-19 (commit 8609976): `jobid != 0` gate was insufficient — a stale non-zero reply id (63-15--1-1015808) from a non-jobid reply during failover slipped through. New gate requires the echoed jobid == the locally idgen-generated jobsubmit.jobid (controller commits/echoes exactly that id, job.c:616). Surfaced by the live durability soak (task 7.2).
