Open-ended simulation-mode REPL diagnostics spec: first capability is limit inspection (info limit <name|all>) showing configured setting (scope, value/percent) and live accounted usage per instance. A second capability (decision-reasoning trace for pend/dispatch outcomes) is noted as a future seed, not yet in requirements.md. Requirements generated but not yet approved; design/tasks not started.
