Rongsong Shen 0c011f784e feat(scheduler-allocator-runner): runner plan and claim search (task 3.2) ... The runner tries the plugin's plans in order and claims one distinct host per bucket, with parjob's rollback and claim snapshots, nslots/nhosts per candidate, a growable claims buffer and malformed-plan skipping. It clears alloc_req.host before every candidate so each short host gets its pend reasons (Req 3.6/3.7). Result assembly follows in task 3.3; until then a satisfied plan's claims are released and the attempt pends.
