Add test_burst_recovery_unbounded_by_job_count, reproducing bug-1741's exact original shape (7 jobs on one host, 6 lost finish reports) in one reconciliation round and one wire page: 5 finished-success + 1 finished-failure recover correctly and distinctly, while an already- DONE job re-reported as an unqueried extra (with a deliberately wrong finish time) is proven structurally unchanged - exact +6 WAL LSN delta, not >=, so a duplicate append is genuinely caught rather than silently tolerated. Test-only, no production changes; deliberately kept to a single page since page-boundary correctness is task 7.4's separate concern.
