docs(scheduler-sim-diagnostics): finalize requirements, design, and tasks for limit inspection
Requirement set 1 (info limit <name|all>) of the open-ended scheduler-sim-diagnostics
spec: requirements refined for effective vs. configured scope and exclusion-group
membership, design grounded in the actual limit-plugin/REPL source (accessor boundary,
GLOBAL/SHARED-vs-per-host read split, existence-vs-zero-usage distinction), and an
8-subtask implementation plan with full requirements traceability.
