job-config-merge: spec initialized from its discovery brief. project-config: requirements generated (9 requirements): nested projects named by path, membership-based submit check with no inheritance and overlapping membership, group-default then cluster-default project, open mode until projects are defined, pending jobs held with a reason after project changes, roll-up quotas, project visibility, a project scope for job permissions covering the subtree and a project:view permission, compatibility.
