Rongsong Shen 8557b86931 docs(xce-test-rc-file): reconcile stale phase/checkbox metadata ... All 10 tasks were done (last: task 3.3 automation-regression check, commit 8fc86ef4, 2026-08-26) but the 3 section-header checkboxes were never flipped and spec.json.phase stayed at tasks-generated. Same drift class as 5c82ad0b/b14e53f5/1abab949. Checked the 3 headers, bumped phase to implementation-complete.
