fix(buglog): correct bug-1827's tag/narrative contradiction 
Same pattern as bug-1492/1682/1611: tags claimed "fixed"/
"closed-by-scheduler-sim-live-allocation" while the fix narrative said
"NOT FIXED" -- and correctly so, that feature never touched
test_core_isolation.c. Removed the incorrect tags; entry remains open.
