test(raft-log-replication): full library suite green under ASAN (task 10.1)

Canonical clean build (tools/xce-build.sh lib: rm -rf + fresh meson setup with
-Db_sanitize=address) passes from scratch: libxce test OK, Fail 0, ASAN-clean
(halt_on_error/abort_on_error active). All election-core + new log-replication +
simulator invariant tests green; no regressions. Closes the raft-log-replication
implementation plan (bug-851 G1/G2/G3/G5 library half).
