docs(raft-adapter-conformance): confirm task 7.1 regression coverage (no code change)

Verified all 17 cited tests in test_commit_barrier_rollout.c,
test_commit_barrier_reply.c, and test_term_safety_adapter.c exist and
pass, covering Requirements 5.1, 5.2, 5.4, 6.1-6.4. 1067 tests, 0
failures -- unchanged, as expected for a zero-diff verification task.
