Rongsong Shen 3e01fb1bcb chore(controller): clusterconfig-schema-split task 5.2 — 3-node HA live soak verified 
Deployed a fresh 3-node cluster seeded from the task-5.1-regenerated
ha/data/cluster.bin: election, --peers listener binding, and config-push
replication all behave identically to pre-spec (byte-identical config
loaded on all 3 nodes, verified via md5sum). Independently reproduced by
the reviewer on separate ports. Verification-only, no source changes.
