The buglog was one 27K-line JSON file whose fields covered only symptom,
root cause and fix, as free text: 2% of entries named the code version a
bug was found on, 12% the build profile, 36% a way to reproduce, and 58% of
the file was OpenWolf hook auto-detections ("Missing guard clause",
"Function not marked async" on .md files).
- .claude/skills/buglog/bug-record.md: the record standard. Eight
sections (Summary as the title, Description, Environment, Reproduction;
Root cause, Fix, Verification, References once fixed), each with the
content it must contain -- e.g. Environment needs the OS, the libc the
failing binary loads (from its ELF interpreter: glibc 2.42 in the nix
shell vs 2.40 on the host), toolchain, build profile and commit.
- .wolf/bugs/<id>.md: 500 records migrated from buglog.json; every field
verified to round-trip. They carry legacy: true and an explicit "not
recorded" where the old log had no such field; component derived from
file paths, severity from keywords (else unknown), fix_commits from
hashes in status_note/fix that git resolves (91 of 463 fixed).
- .wolf/buglog-archive.json: the 710 hook auto-detections, verbatim.
- .wolf/buglog.json is now an index generated from the records, keeping
the fields OpenWolf's hooks and `openwolf bug search` read.
- scripts/buglog.py rewritten: new (template + Environment collected from
the machine and --binary), check, status (refuses a status the record
doesn't support; fixed needs Root cause, Fix, Verification and
--commit hashes git resolves), note, recur, set, show, list, triage,
env, index. 29 unittest cases in scripts/tests/test_buglog.py.
- scripts/git-hooks/pre-commit runs `check --staged`: incomplete staged
records, a legacy record hand-changed to fixed without the fix-time
sections, a new record claiming legacy: true, or a stale index refuse
the commit.
- scripts/gitea-sync.py reads the records: issue body = the record's
sections plus linked fix commits (origin remote, GITEA_COMMIT_REPO to
override), and a body hash so an issue's text is refreshed when the
record changes.
- bug-1866 rewritten to the full standard as the worked example.

# bug-1719: resource-value-verification skill's deployment failed: 'controller binary missing' immediately…
## Description
resource-value-verification skill's deployment failed: 'controller binary missing' immediately after a scheduler-only xce-build.sh run that had just succeeded
## Environment
_Not recorded (migrated from buglog.json)._
## Reproduction
_Not recorded (migrated from buglog.json)._
## Root cause
During xce-test-rc-file task 3.3 (compatibility verification, no product-code change), ran `nix develop ./src --command bash src/tools/xce-build.sh scheduler` (no --incremental) to fill a gap where xce.build/scheduler/xce_scheduler had never been linked. xce-build.sh's documented default behavior (see its own top-of-file comment) does a full `rm -rf "$BUILD_DIR"` + fresh `meson setup` on every invocation unless --incremental is passed, then `meson compile` only rebuilds the ONE requested component -- so the plain `scheduler` invocation silently wiped xce.build/controller/xce_controller and xce.build/controller/xce_test (built moments earlier by task 3.1/3.2's controller build, containing the rc-file feature under test) even though I never touched controller source. A prior attempt in the same session had additionally passed an explicit build_dir arg (`src/xce.build`) which -- combined with xce-build.sh's own internal cd into src/ -- produced a bogus nested `src/src/xce.build` directory instead of reusing the real one (harmless, fully gitignored via meson's own auto-generated per-builddir `.gitignore: *`, but wasted a build cycle and caused brief confusion investigating why `git status`/`git check-ignore` showed nothing for it).

## Fix
Rebuilt controller incrementally (`xce-build.sh controller asan xce.build --incremental`) to restore xce_controller/xce_test alongside the already-built scheduler, without wiping it back out. Confirmed both controller_unit_test (1213 Tests 0 Failures -- even bug-1561's usually-flaky 2 tests passed clean this run) and the scheduler suite (53/54, only the pre-existing tracked bug-1560 symlink-escape failure) came back healthy. General lesson for any task that needs a SECOND component built into an ALREADY-built xce.build dir: always pass --incremental, and never pass an explicit build_dir positional unless it already matches xce-build.sh's own default relative-path resolution (omit the 3rd arg and let it default to 'xce.build' resolved from src/tools/xce-build.sh's own cwd, don't hand it a repo-root-relative 'src/xce.build' path).
